Is a cheap Cheetah Turbo a good upgrade to stock?

Depends which one it is. First off, I would not consider any cheetah turbos if they are .82 AR exhaust housing. It'll spool way too slow. Go for .63 AR exhaust only.
The Cheetah III is sorta between a TA-49 and a TE-44 I believe.
The Cheetah IV is build to order custom turbo so it'll be hard to figure out what exactly is in it.

The Stage 3 Cheetah is the same as the TE44, but with a "B" compressor housing.
The Stage 4 Cheetah is the same as the TE60, but with a "B" compressor housing.
The TE turbos use "E" compressor housings.
