Whats is the best way to paint the chrome bumpers. Are they easy to strip?

I had my chrome bumpers lightly sand blasted just enough to give them a nice profile for the powder coating to have something to hold on to. Mine have been on the car now over a year and look just as good as the day they were installed.

Another way is to jitterbug the bumper with 80 grit, spray them with some PPG black epoxy primer........has great adhesion, then, spray your gloss black of choice. You will have no problem with your back bumper at all. Front bumper will be more prone to chip damage depending on how much you drive.
 
If you have a chrome shop in your area. Take it to them and have them dip it to remove the chrome. Then just metal etch, seal and paint.
 
I'd go with a black powdercoat. hard as nails and looks like factory. Just my .02
