i have billet wheels on my car from years of dealing with the elements thay have what appear be water stains ive tried turtle wax compound on them as well as mothers billet polish neither have cleaned them any ideas ?
 
FWIW & IMHO:
This might be a little pricey, but I think that the results would be commesurable with the cost.
Dis mount rims
Take the rims to your friendly polisher/plating shop and have them professionally polished. Sounds like the "elements" have gone deeper that can be removed by hand polishing. You might want to try and sand by hand with very fine "wet or dry' sandpaper locally in a very small area and then re-polish by hand. Gonna be a real bitch, though.
 
I bought a wheel buffing kit from The Eastwood Company that has worked really well on my aluminum rims. Mine has water spots also and it took them right out.
But, it takes a lot of time and elbow grease to finish. I didn't even finish one wheel before I was contemplating what parts of the wheel I just wanted to have powder coated. LOL
