Any suggestions on cleaning old undercoat and road grime off the underside of our plastic wheelwells on the frontend?

I've used paint remover, the type in the spray can, and a shop rag to clean them.This works for undercoat and ocassional paint overspray. You don't want to use anything strong enough that leaves scratches in the plastic. Wear rubber gloves and spray the stripper onto the shop rag and clean them that way.You can spray the stripper directly onto heavier undercoating but don't let it sit for more than 5 minutes or so. After everything is clean I wipe them down with a coat of Amour-All.
 
On my front wheel wells I used Brake Clean. Its a messy job and most of the stuff becomes 'sludge' you have to keep wiping off. The thing you will notice is that once it is all stripped off the wheel wells will look very dry almost whiteish. At the start of every car show season just take some WD-40 and wipe a thin layer on the inside of the front wheel wells. They will look great!
 
This may sound silly, but I use tranny fluid. I don't think it will remove undercoating, but it is great for everyday dirt and leaves it looking good after a wash.
 
Try a heat gun with care. Also works well if you have a scratch. You can sand out the scratch with 600, then use the heat gun a little more liberally to melt the upper surface of the plastic to make the fine scratches disappear.
 
Once I ran over a place where they were redoing the reflective white stripes in the center of the road. TO get that off I used 3M adhesivve and trim remover and a dull blade After getting it all off I resprayed the liner with some Chassis black paint.
