code 31

I have been getting this code all of a sudden and now I can only get about 13lbs of boost so I ran the code and it said no signal from wastegate solenoid so I replace it and still the same thing what else could it be

I'd say it's probably the plug but when I had trouble with mine it turned out to be the chip.

The only other thing i havent done was change my wastegate actuator.
