Common Sense Fuel Pressure ?

Don't flame, I take nothing for granted w/this car........
It is still possible to build fuel pressure w/ the tank being empty? I installed my fuel pump the other day and it turned on, but my fuel pressure gauge still registered a 0 off the gauge.

you cant build pressure with the pump if its trying to pumping air , you need the inlet of the pump submerged in fuel
