Compresser Surge at WOT

I run a T-70-1 and a HD Factory type actuator. Runs at WOT i can hear the turbo trying to surge back-like you let off the throttle after boosting it. Car flies and boost is rock steady to 24lbs. Any ideas.

Could be leakage in the I/C,piping to the T/body.Been there before[overtightened clamps on a V1 setup].
