when i start my car my fan stays on and it is on high it wont shut off until i turn the car off

High speed fan relay is bad or is being closed/grounded by coolant fan temp switch or by a/c high pressure switch. Disconnect 1 at a time, starting with the switches, to find the bad 1. Fan will stop with the bad 1 disconnected.

Another possibility is the chip. Some chips are programed to turn the fan on when you turn the key on.
