Does header need flex agent?

Stripped the paint off of the header panel. Does it need a flex agent? I guess it's either SMC or fiberglass, but seems pretty stiff and I can't imagine it flexes much. Also, the filler panels - I was planning on painting those with a flex agent. Is that mixed with the primer only, or primer and paint? Thanks.
