what exactly is it and can it be used on a 109 block with any benefit?

It's just a billet pump cover that has provisions for external pickup of the oil from the pan and an outlet to a remote filter. I don't think I would spend the money to do this on a stock block..it's mainly aimed at on-center blocks that didn't have wet sump pickups originally.
