ECm dosent send signal to fuel relay to activate

Hello i have a 86 buick gn the ecm was bad on the car so i replaced it and got a new prom from jet performance now i have power going in and out of ecm but it wont activate the fuel pump relay what could it be thanks for your help

the green/blk stripe wire (A1) from the ecm provides the ground for the fuel pump relay coil not the power and it only stays grounded for a few seconds after key is turned on , and if you turn the key off you have to wait 10 seconds before keying back on or the prime wont occur

does the pump run if you provide power (12v) to the prime test wire by the alternator

with key on is there power at the red wires going to the fuel relay, if not

in the fuse box on driverside.. the fuse at the rly (relay) slot provides the power for the relay , the pump gets power from the FP/inj fuse
