Could this pigtail be bad?

Yes correct, doubt its the pigtail though. Keep it removed and powered on the blue wire.
I was mistaken saying this signal goes back into the dash area, it goes out of the light blue wire on the pressure switch connector over to the passenger fenderwell area to the left of the blower motor into a 4 cavity connector that corrodes often. I have pictured the 1987 page for the 1986 climate control but that 4 pin connector is in the same place. Should have blue wires on both sides in cavity A. Try the wiggle test to see if works if not put a meter on both sides of the blue wire to see if you have voltage when A/C is selected and the pressure switch in place, or you power the blue wire at the pressure switch unplugged.
That would be C497 from the wiring diagram. It needs to pass the signal through the connector to the relay.

I actually crimped on new male delphi metri connectors on the c497 plug yesterday as they looked a bit corroded. Also replaced all 5 male ends on the 5 pin connector on the ac/heat module that plugs into my new casper module. I will take a look here in bit. Thanks for the diagram. My c497 plug only has 3 wires..single, black, red, and blue.

So just to confirm, the 4 wires that are in the ac relay on the passenger side fender, pink/black(ignition12v), green/yellow(ecu A2) , green (to ac clutch), and the two light blues(B8ecu)...are all supposed to be 12v when engaged? There's no grounds in there? I took a look at the diagram below and that's what it looks like..unless I can't decipher and I'm wrong.

The light blue wires out of the relay ...1 goes to the pressure switch from relay and one goes into C497 plug in....so does it send a signal back into the ECM at 12v?
