If my intake gasket has the egr blocked off should I be able to feel exhaust and vacuum out of the holes if I pull the egr out?

I assume you are talking about the exhaust and intake ports at the EGR valve mounting pad.

Exhaust, no - if you blocked it at the cylinder heads. This would be the lower passage on the EGR valve mounting pad.

If the passage in the intake manifold is open, then vacuum or boost pressure will be at the upper passage on the EGR valve mounting pad.
