Explain what this does...

Can someone explain what this does. And how can I test it?
The hard line comes from the top of my external wastegate. The rubber line goes to a vac line. The 2 wires go to my XFI.

That is the solenoid for your boost control. I have the same one. I am using it with an ISAC controller (trying to anyways. I can't get the damn thing to duty cycle and control it)
