Broke flush or some something to use vice grips on?

pics would help. IF you can use vice grips, tighten the hell out of it and see if it works, or use a dremal took to make a SLOT into the head of the bolt. Then try to unscrew it with a flathead. This method is a 50/50 IMO. You could tac a nut to the head of the bolt then just unbolt it. WD-40 the hell out of it, let it soak or heat up the bolt by idle.revs. It all depends if it's a flush break or not. Good luck
 
If it's broken flush, I have mig welded directly on top of the bolt...enough to build up about 3/8th on an inch so I could clamp on some vise grips and turn it out. The heat from the welder will help loosen it. I've done this so many times I lost count...its my #1 way of getting broken bolts out.
