Fan won't turn on...

I'm at the end of the road on my buick resto, I am so close to being able to take this thing for its first ride but I need to solve this first.
The car runs very smooth for not being tuned yet but the fan wont turn on and temps climb to 220 with a 160 tstat, at that point I shut the car off.
It is a stock radiator and fan, could one or the other be shot?
Any other insights to my problem are welcome.

What have you done to test the fan?

At 220, both relays should be activated. Have you tried to turn on the A/C for a second - that is the 3rd event that would command the fan.

I'd start with something simple and hotwire the fan to direct power just to make sure the fan itself works.

If that checks OK, then go for basic wiring.
Is the ground wire good? (common location since neither relay is triggering operation)
Is the poer to the relays good? Ground to the relays? (I'm not sure which triggers the relay - ground or power)
Are the relays good?
etc etc
