Fluid level and how it relate to stall speed?

Is it possible for the tranny fluid level to be down a quart and it cause the converter to act loose? What relationship is there between the fluid level and the stall or converter performance?

Yes it will. Mine was 1-2 qts low, after a refill, and it wouldn't move at all. I'd guess it's related somehow.
