Thats actually called kite surfing - and that video is a known fake.... Check the cut between 30 and 31 seconds. But - pretty nicely done - had me thinking the first time I looked at it.
EDIT.... 20 seconds of research shows that is actually a TV commericial for Sprite Zero....
