The small hole drilled at the front of the plate is common and allows the exhaust gas recirculation system to operate correctly. Otherwise, it would be blocked by the plate and possibly cause the user to fail emissions testing. Since not all areas require emissions testing, the plate is not predrilled to suit the needs of the user accordingly.
