Fuel Gauge

So, the fuel gauge is not working and driving me crazy!! When I shut the ignition off the needle will not move and stays pointed at 1/4 tank. When I fill the tank it will go to 1/2, but no higher. Is it the gauge or the sending unit?

no help? I guess I will try replacing the sending unit and see if that fixes it.
