fuel pressure issues

I can only get 18 psi of fuel pressure, No I don't have any leak, yes the pumps are good I tested both of them today, Yes, I have it grounded right, yes I'm getting 12 v at the pumps, Yes, its wired up right. I using the following fuel pressure regulator:

I see you can change out the spring for higher pressure, but it comes set up for carb (20psi). Maybe it has the wrong spring in it?

Did you check fuel pressure with the return line blocked off?
