I just bought an 85 regal for parts and was wondering if I could use the gas tank in my 85 TR (putting a LC2)?

Yes.

That said, the LC2 tank has a ton of baffling in it that a regular G-Body tank doesn't have (at least my old '83 Grand Prix didn't).
 
How about the vacume brakes? I know I would need the TTA vacume block but other than that??????? I asked in the other section but maybe could get a faster response here.

There's an article over on GNTType.org on converting to Vacuum brakes. You basically need the TTA vacuum block, the booster/master cylinder assembly, and the pedal from the donor car.

You should probably also install a one-way check valve in the vacuum line from the block to the booster to keep boost out of the booster (think I used 'boost' enough in once sentence there?).
