The steering wheel is weathered from the sun, but only on the top portion. There is no rust on the spokes and the leather is not torn, just discolored and hard. It would be perfect for a core that you can send out to have redone or to toss on your daily driver regal as-is for a sportier look. It comes with the gray collar on the back. $75 obo
