How many CFMs does the PT GT35E turbo flow?? Would it warrant an external wastegate??

What if you slapped on a 70GTQ on a stock block car w stock heads? provided all the necessary supporting mods were in place after that.

also, does the GT35 have the same bolt pattern as say a TE44?? or a TA49??

i would like to use an ATR external wastegate downpipe w the atr external wastegate and the pt gt35E turbo for my current setup

Assuming this is the same GT35 that's in the Garrett catalog, the map shows it topping out around 50 lb/min. This would put it around 725 acfm on the suction. Can't answer any of your other questions, but a quick call to PT&E should take care of those.
