I want to own a semi-automatic M4 Carbine but the county I live in it's illegal to be in possession of one. Should I still by it? I know if I get busted with it I would be in big trouble to say the least. Not that I will be doing anything illegal with it. The only time I would fire it is at a range about an hour away. I have always wanted one of these rifles and I want to expand my collection of firearms.

Suppose at the range a cop sees you with it, asks you for your license, sees the town you live, realizes it's illegal there, and busts you? Not really worth it.

If the gun is from the blackmarket, I would pass. You can get 5 yrs for poss. and if the gun has been used in crimes you could be in a bad situatuion. If you want to own a gun of this type I suggest you bite the bullet and get one legally. It's going to cost
more but is a lot safer. And you can't always leave it up to your buddies to keep their mouth shut. ;)

The range that is an hour away is out of the county and it is legal to shoot literally anything there so I'm not worried about that.

As for buying it legally I wouldn't have it any other way. I want something that is fresh and so clean and that I know will work when I fire it.

The gun laws here in the US are rediculious (sp?).

Just last week in New York City, two slime balls tried to rob a local store in Harlem. The owner shot and killed one of the robbers.
Because his gun was unlicensed, the shop owner who was just defending himself, is in legal trouble. It's sick and wrong that the average Joe American is not allowed to defend hisself, while the rich, liberal elites who want even TOUGHER gun laws are protected by armed guards.

This country keeps going further and further down the tubes.

i don't know, i agree you should do it the legal way but then again your ok if you don't get caught... i would check the laws more closely. around here i know its illegal to own a fully automatic weapon, but thats about it. i don't think they would specifically outlaw and m-4, and as long as its only semi auto you should be ok, around here at least. or you can spend the time and money and get the lisence to own full auto guns and then start gettign a huge collection of the fun guns :D

The only thing I dont like about the fullyauto permit is the fact that the ATF can stop by without calling first to check and see if in fact you still have the gun in your poss. Sort of a 24/7 search warrant.

I'm pretty sure thats for an FFL. When you privately have a Machine Gun on a Form 4, there is no such provision.

Okay,

If you want to LEGALLY own a SEMI-auto (1 pull of the trigger yields 1 shot) M4 carbine, you can with NO red tape. You need to acquire a PRE-BAN (Pre-Sept. '94) AR-15 lower reciever (~$1000). This is a lower reciever that was registered as a FIREARM BEFORE Sept. '94. You can then purchase a 16"-barreled M4 upper reciever assembly (or 14.5" w/ a permanently attached flash-hider to make it 16" total) (~$700) and the M4 collapsible stock ($100), and VIOLA! a LEGAL SEMI-auto M4. Total investment is approx. $1800.

IF YOU PUT PRE-BAN PARTS ON A POST-BAN LOWER RECIEVER, YOU ARE IN VIOLATION OF sec. 922(r). Pre-ban and post-ban lowers are identifiable by SN#. Call the mfg. to be sure of when it was made and when it was registered as a firearm. There are online SN# databases posted online if you search that distinguish pre/post ban.

Typically, people buy a complete pre-ban rifle ($1200-$1500) and part out the existing upper reciever and stock set for around $300 and are left with a pre-ban lower platform for their M4 project for around $900-$1200 depending on manufacturer of the lower (Colt, Bushmaster, DPMS, Eagle, Olympic, etc...). Most companies claim that their lowers are mil-spec. They are pretty much all good as long as they are forged. Add all mil-spec internals (SEMI-auto, remember) and add mil-spec upper components and you have a very high-quality rifle exactly like our boys fighting in the Middle East carry except yours will be semi-auto only.

Now, for FULL-auto (holding the trigger down for sustained fire) ownership, you need to go to the ATF, obtain a FORM 4, fill it out, turn it in, acquire a written letter from the head of local law-enforcement permitting you to own the registered NFA item, and last find a REGISTERED pre-'86 TRANSFERABLE full-auto M16 (AR15) complete weapon, lower reciever, or auto-sear (~$4500-$10,000) from a Class III dealer. Then you wait three months to one year to take delivery of the new NFA item and as mentioned earlier give the ATF written permission to enter your premises whenever they want for inspection of the item.

CHECK LOCAL STATE LAWS FIRST!

DO NOT BREAK THE LAW. IT IS NOT WORTH IT. THEY ARE SERIOUS ABOUT THIS CRAP. $10k fine AND you do time.

See section 922(r) of the '94 crime bill.

BTW, this all may change in '04 making above said semi-auto rifle easier and cheaper to obtain.

its a shortend version of the m-16. its used by a lot of special ops teams because of its smaller size and more power, m-16 is only 3 round burst whiel most m-4's are full auto, this one was probably converted to semi auto to make it easier to sell but i'd be willing to bet theres only a screw or pin keeping it from being a full auto m4

This isn't the issue.

Cook County has their own Assault Weapons law which may prevent him from owning a M4/Clone regaurdless of the Federal Assault Weapons law.
