Hard start situation with new engine??

Helping a friend put his car back together after a new engine install. Half the time the car cranks over fine and starts good. The other half it starts cranking fine then hits a spot where it gets hard to crank like a high compression engine and will even get a slight burp out the exhaust once in a great while if you keep cranking. Car is setup without maf sensor and has i think 72 injectors. Can the cam sensor being slightly off make a car do this? Car runs and idles great once started. Thanks

Cam sensor setting could be marginal. Double check it.
