Hard to start when it's really cold outside

I reset the IAC now its reads 150 when I start it and goes down to 15. from what Ive read I think I must have a vacuum leak, heres my readings---MAF-6, rpms-1000, IAC-15, BLM-145, INT-130, LV8-033. that is after the car warms up.

looks like I need a fuel pump, I went to start the car, it wouldnt start very hard even with the ether, so I decided to hook up my fuel pressure gauge, only have 18 lbs. changed out the regulator off my 86, same pressure. is there anyway to check the pump?
