I think that the people of Oahu will push for it, but the money that it'll generate will expedite the process...as we all know, money talks! 
It's time for a new house.
Business/Residential encroachment, the small size of the facility, the FACT that the property is currently zoned for AG(restricting ANY improvements to structures and builing of any new ones and the FACT that the land has been sold.... all play a part in this...
I'd like to have a place to run my SS when I get it done, so a new home is a necessity....
