When the head light switch is engauged, is it completing the electrical circuit by connecting the circuit to a ground (-) or is it completing the circuit by connecting positive (+) to the fuse box?

So if its the positive side and I'm blowing fuses, my short must be somewhere in the short distance from the fuse box to the switch on the dash board, or the switch is bad when in the "Off" position.
