Just wondering if there is a general all or imperative list of things we should do to get more performance and things we should "not" do

In the engine general section there are 2 sticky threads about head work along with port and polish
 
Some simple things you can do on the intake ports: grind out the raised circles, radius the sharp edges on the valve guide boss, and blend the bottom of the bowl into the port.

On the exhaust port: radius the sharp edges on the valve guide boss, blend the bottom of the bowl. You could fill the EGR passages with aluminium.

This page has cut sections of a Buick 3.8 cylinder head: http://www.gnttype.org/techarea/pictureguides/heads/cutuphead.html. This will give you an idea how much metal thickness you have around the valve bowls.

If you have further interest, I would read David Vizard's book (How to Port and Flow Test). Also, you may want to consider the cylinder head information on Larry Widmer's website (www.theoldone.com).
