No.
If the turbo has a non stock appearing compressor cover, (TO4E, TO4S, H), a wastegate actuator that fits a stock turbo will not bolt up. Doesn't matter if it's standard spring or heavy duty spring. It will require one of the backing plate clamps be spot welded to it, in order for it to align properly.
PTE, Limit Engineering and Cotton (T-netics) sell actuators with the brackets already welded. However, the T-netics brackets have different bolt patterns than the PTE and Limit Engineering brackets have. It has to do with the bolt patterns on each compressor cover being different. The PT61 can come with two different compressor covers. The TO4E also called the E cover, and the TO4S also called the S cover. Both take different actuators, with the S cover requiring a very specific CNC machined aluminum bracket to be used in conjunction with the actuator. T-netics has a compressor cover that is very similar to the TO4S cover, but I am not 100% sure if the bolt pattern is the same or not.
