No sense guessing when I can ask someone. I ran my car with the y hose to the waste gate actuator unplugged (accident). Prior to that run my car would spool slowly and wouldn't get over 12-14 lbs of boost (I ran it both stock and tuner style). It would also make this horrible rattling noise. When I ran it as above I saw 25lbs of boost real quick and car ran good (minus it doesn't have a good tune). I've posted a PL log. My question is it a WG actuator or a WG puck issue?

Guess my question was misunderstood. Oh well I guess it's back to trial and error.
 
Pull the down pipe and have a look at the puck impression. You'll see if it's not sealing the hole.
