Help with picture

Got a shot of my car actually with the Posi working. Can anyone help brighten this picture up?

On one computer its barely viewable, on the other its so-so.

What software is used to play with the colors/brightness? Just curious if it was something that came with Windows.. or aftermarket. Is it a settings issue??

Adobe Photoshop works great! I think I bought the software separate from my original computer Windows pkg, been so long I can't remember for sure
