Hesitates before shifting

The car quits pulling around 3600 rpm and shifts around 4000 to 4300. Should the car rev higher? I ajusted the tv cable and no help. Any suggestions??

Do you have a scan tool?

Perhaps your getting knock retard which will kill your acceleration.
