Anyone know how to remove hood insulator?

Pry the taps off it should come off just that easy. Buy new tabs.

Almost any body shop should have them in stock as well. They might even sell you some. There is actually a few tools or you could make one to make the tabs come out a little easy if your worried about harming the hood liner in the car now. Something like....
