I have: te-44, blue-tops, adj.wastegate. How do i base line the wastegate? Is it necessary? If i run 20lbs boost on 100 octane, what should i base line at? I want to be able to overcome the too high -too low setting.

it's hard to exactly tell where the boost is set at according to the rod...you kinda have to watch your boost gauge and floor it and see where your boost goes up to...if it's too high and you knock let off quickly and turn the rod LONGER...usually it's 1 turn or so for every pound of boost...for 100 octane i don't think you will be able to run over 20 lbs safely....
 
Rough rule of thumb...

5.25" is stock wastegate rod length from the face of the wastegate to the center of the hole. Stock boost is around 14-15 psi. Every .050" change in length equates to approximately 1 psi of boost from the baseline. Shortening the rod .25" (.050" X 5) would add about 5 psi to 14-15 psi, giving you 19-20 psi.

Every car is different, but this can get you in the ballpark.
