How do I fix 3rd to 4th gear shift at WOT

trans wont shift to 4th at wot, is it in the valve body or governer issue?

Transmission is a 200r4 that i bought from CK Transmissions last year, speed is around 110 but i really not 100% on that. Lets just say its at full throttle on the highway.
