How Much Boost will Stock Type Actuator Allow?

My TE60 currently has a high boost actuator installed. When running 93 octane, I want boost to stay around 15psi. Currently the car will spike to about 19psi in all gears. I have been told that HD actuators can not hold low boost levels well.

If I replace the HD actuator with a new stock type actuator, how much boost could I make when I want to run alky? Can the stock type actuator make 25psi without creep?

I run a Terry Houston DP, John Craig TE60, race pipe, and dual 3" exhaust.

They tend to creep,mine would start at 23 and be 25 to 26 through the traps.This was with the old ta 49.I worked ok,kind learned how it would act.If i went one more turn above the 23 it would just climb until it would detonate.Usually around 27 lbs,this was with 009s.I run the high boost one now with a 52,14 lbs is as low as it will go.You will have to modify it to work with a te housing,you probably no that anyway.Jim 87 gn 10.98 at 121.5 stock cam.
 
I run a ta-49 with the stock actuator ,thdp,v2 and 50's.
I can't get my boost over 20-21 #'s. Turning the actuator does nothing past this level.
