The black plate in your picture is called an "EGR Block Off Plate" and it's used when someone deletes the EGR system to stop the upper intake from getting heat soaked like crazy. Typically if you do this mod you need to turn off the EGR in the chip or tune so you don't get a check engine light during cruise conditions ie highway driving.
