Lock up is good...
If I forget to lock mine on a pass, I'll typically lose .1 sec and
almost 2mph.
Can feel it pull the motor down a couple hundred rpm in 3rd
gear, and seems to help the top end charge.

Are you getting any knock on your passes?
How much timing in that jc chip?
 
What timming are you running in the chip?

What stall in the converter??

Any scan tool???

Your combo seems like your in the right direction. How good is your trans? With that combo you should be around 114-115. If your running low timming your MPH is going to be low.

RPM's through the traps? How many miles on those valve springs?

My car's combo is pretty similar to your's (te-61, 3200 rpm stall 9/11", 206 cam) & has run a solid string of 11.4's @ ~119.5 running a xylene blend, street chip & ~23 lbs of boost.

I've been crossin at 4700 to 4800 rpm

This is my plan of attack pullin my converter send it to ptc converters ,kenny ford is goin to set it up to be tighter
on the big end because he believe i have to much slippage

Don't mean to sound like I'm snapping at ya, but a couple of people (including myself) have asked:

HOW MANY MILES ON YOUR CAR'S VALVE SPRINGS?!?!?!?

Stock longblock, I'm going to go out on a limb and guess they are original....... and probably pretty dang tired after ~14 years of use/abuse! Replacing worn valve springs with a fresh set of Comp Cams cc980's can do WONDERS for your car's top end & will help it live a lot longer!!!!!

something is not right, i was running a 20* chip with the 49 at 23psi and running on the rich side and it ran 11 mph, not to brag but just to show you your car has much more then it does now. how's is your cam , maybe its going down hill.
 
also i did some math and 28" tires and 3.42 gears

at 4700rpm is 114 mph
at 4800rpm is 116 mph

you said you are running in that range at the end then it sounds like something might be slipping to much, stall or trans maybe.
 
Ya should be running more MPH..I would bet .02 that your car is way FAT at over 800's for O2's..drop FP till it crosses the line 770's and watch your MPH pickup..if running straight race gas..drop FP till O2's are in the 740ish range with "ZERO" knock..The leaner the meaner..

Lockup has pro's and cons...I run a 12 inch ProTorque on mine locked of course :)

Non lockup has better spool up and better 1/8 mile manners..if the car is stock cam and heads..lock'r up :)

Boost also will vary your MPH..25lbs leaned out should get you at least 115 but rich...111..pickup the MPH and the ET will follow...

MPH=HorsePower...tune for MPH and everything else will fall in line

Hey razor thinks for the advise goin to try to do some tunin next week. I'm also goin to have my converter freshen-up to see ,if i can tighten up on the big end.

I would leave the convertor alone. A 9" nonlock convertor will make your car way more consistent that any 11" lockup. It did for me!! I lost MPH but picked up 60' and a bunch more consistency. You will rev quicker due to less weight on the flywheel.

You can run way more RPM at the big end and still be OK. I am turning 5900 RPM thru the traps You may be fat at the big end and the best way to determine that IMO is watch EGT.

Spend a $150 and get a digital EGT meter. Oh yeah, as long as you're not detonating, TURN UP THE BOOST! 26-27 PSI will get you there and not hurt anything.
