IAC counts at cruise and BLM's at WOT?

Okay, I'm going to combine two questions in this post...what should IAC values be during normal driving? Mine go up to 60-70 and it feels like it has a high idle. In other words, I can drive at 40 mph on a flat road and when I take my foot off of the gas, it keep going at 40 mph.

Also, do BLM values mean anything at WOT, or does the ECM go in to open loop and disregard O2 sensor readings (I have a stock chip)? Thanks in advance for your help.

IAC counts are checked at idle and should be around 10-20 in park, or as close as you can get.

I never check my BLM at WOT because I am looking for knock.

At about 70 mph I think they are about 133 or 135.
