Does having high iac counts affect performance at all as i cant get them lower than 70 at idle

IAC only affects idle, as long as your TPS is set properly (.36 - .44 at idle). My settings at warm idle are TPS = .38 & IAC = approx 70. Idle rpm is 800 - 850.

3.6 for tps is too low, should be set between 4.2 and 4.6 keep your iac counts around 20 on park and 25 to 30 on drive that should be fine. the iac count does not affect perfermance but it will affect your idle if not set properly, make sure you check tps settings after setting aic because it will move, also clean your aic motor that maybe part of the problem why you can get them lower.
