What would make a conv stall 3500 on one pass and 2000 next?

Could be either actually.
That's because you'll only get out of a converter what you put into it. If your engine develops an issue between runs, it will not stall the converter as high.
Conversely, if the one-way clutch in the stator is begining to fail, the stall speed will also vary. Many times though, the converter will 'two-step' during the stall process; actually changing stall speed within the same stall process.
