Yes, you have to take off the turbo to remove the fuel rail. disconnect it from the down and up pipes, and unbolt the throttle body then take it off, usually it is stuck in there pretty good. Don't forget to take the nut off the stud in the turbo that holds it in, it is down by where the turbo plugs into the intake. Also remember to remove the two nuts on the mounting bracket under the turbo. Then the rail itself has like 4 bolts that hold it down. You will also have to remove the pressure regulator to remove the rail, it is held on with two bolts. When you go to put the new injectors in, it helps to put a little lubricant of some sort ( a dab of oil or rubber compatible grease) so they slide in easier. I don't remember, but I think when I installed larger injectors I lubed them then put them all in the rail first, as it was easier that way. Then I lubed the lower o rings and slid them down into the intake, and if I recall correctly, this took a bit of fanagling, but it will go in, just make sure they are all seated well. Keep track of where all the vacuum lines go as well. Good luck.
