Locking the Converter

Ive done a search on this subject and now Im more confused than ever. Would I get better performance from locking the converter or going with taller tires. (28"vs 26") At what speed does everyone recommend locking the converter up at if I go that route??

at 111 mph id say stay with the 26" tires and try locking the converter up after its in 3rd gear
