lOOKING FOR BETTER MILEAGE. HELP?

Ok guys here it is.

I have a turbo regal with:
Champion irons, trw motor, street cam, pt54,42.5's,walbro, front mount, th downpipe, exhaust.chip is reds street, (**** runs super rich imo)

Non lockup tranny set up with westcoast 3200-3400 n/l converter.

I am looking into ways to get better mileage.
I have a stock converter at home but i need to spend about 450 bucks to set up the tranny for lockup again. Big expense so im not sure if its worth it.

also , would the chip be more of a problem also? i hear that red chips run super rich, i mean i see nothing but smoke when i floor this thing and it break up.
i run stock boost 14-15 psi, but havent really floored this car bc it breaks up.

I am getting like 10mph right now. if anyone knows of a good tuner for these cars please give me the number.

Change over to a turbo tweak chip I'll be night day difference.

Check the MAF and O2 sensor. I would certainly swap the chip for something from Eric Marshal.

so you guys think that its not so much the high stall and non lockup?

i have a new maf, but its a rebuilt that the connection is horizontal, i was told that the right one poins south where the connector goes.???/

i will change the o2, but i dont get a code?
