Low Blm At Idle/part Throttle

What to check out? My BLM's are at 105 consistently while I am idling with 42 lbs fuel press (vac off). If I assume the chip is programmed correctly for my injectors what could be causing this? Is this most likely in the engine or in the chip?

I would assume it needs some fuel pulled out of the chip. Gary can do this; he's a helpful guy. Call him! He's always helped me.
