Low boost lots of lag

My brothers car has had a bunch of mods done all at once
here they are.
Craig TE44 Turbo
ATR 3" DP
ATR 3" SS exaust
ATR Adjustable Wastegate
50# Delphi's
Pit Bull Chip (ATR)
Walbro 340
ATR Cold air
PTE Oiler system
RJC Power Plate
ATR cva-100a boost valve
ATR Adjustable FPR
The car does not boost very good at all, there is a ton of lag and seems slow. I have checked it out with turbo link and it looks ok.
Any suggestions as to what I should look for, there seems to be no vaccum leaks.

Find out what the fuel pressure is set at. Too high FP will lead to lag, especially with 50# injectors (which can flow a lot of fuel)

Check for header Cracks or leaks and check to see if the wastegate isn't sticking open.

Use a scan tool or a good tach (not the one in the dash) to see what RPM the converter stalls at. You need at least 2400 RPM to spool a TE44. If you can't get there, the torque converter is bad or isn't a stock D5.

What's your TPS setting at idle?
IAC counts?
F/P,vacuum off?
Converter?
A/R on the turbo exhaust housing?

Does anybody know how to adjust the ATR wastegate so I know
it is set correctly.
fuel line off is 41 lbs.
tps is .43 at idle
