LPS Panel, in Fuse box?

in the process of trouble shooting my brake problem, i found that one of the fuse holders does not have any power on either side of the connectors. the fuse spot is labeled "LPS Panel". does anyone know what this is for? Any chance it is for premium sound or something, and since my care does not have that, they did not connect the harness to the electrical power?

Or do i by chance have a shorted wire, or damaged wire? Is there a relay or something that feeds that fuse spot?

its lamps and anything connected receives voltage after the lamp dimmer , depending on dimmer setting could be anywhere from 0-13v so only use it for lamps like for gauge and such
