MAF and proper voltage

So, when I have the key in... the voltage going to the MAF is around 5, then when I turn the car on it goes down to 2, is that normal? I'm throwing a code 34 and my car stumables bad when I lay into it. I replaced the MAF with a new one, tps and iac.
 
Could it be something with the ECM?

The ECM I have did get water on it from being a TTOP car until I relocated it. Cleaned the wires and connections up a little bit. Should I try replacing the ECM?

I have also been getting a code 42 and 51, but not recently with this code 34/
 
No the voltage shouldn't drop below 5V. Check the voltage at the tps sensor to see if it drops as well. If it does, the ecm is suspect. If it doesn't, well, not sure but maybe a partial short in the wiring?
 
Now i'm almost positive that the ecm could be the problem. With the code 51 and 42, my scanmaster resetting and bugging out, and going from one reading to another, I'm going to guess it's the ecm.
